Subject: installing drywall

I hired a contractor to install insulation and drywall in my basement. This is the first time I have ever experienced this technique his men are doing. They installed metal framing instead of wood because he said for safety reasons if we should have a fire in the house the metal wouldn't catch fire so easily. Now I thought they were done mudding the tape and allowed it to dry and this is the third day that they apply primer to the walls and they keep sanding the taped and bumpy areas of the wall.

It was my understanding that after the mudding you apply the tape and then you keep sanding until it is smooth to the touch and then the final step is to paint on the primer before the paint. The "head" contractor keeps telling me that they need to keep applying the primer to see the rough spots and that I shouldn't worry but I told him that another contractor who worked on my upstairs addition never did all of this priming and sanding. Who is correct and am I being the "sucker" here?
