Subject: re-painting black 'Office Depot' bookcase

Hello! I have a simple "Office Depot" black bookcase, very smooth surface, which I want to paint white. Should I sand the surface first? Should I prime once and then put surface paint on twice or vice versa? Should I spray, use roller (which) or brush? Thanks. Hans
